This is a message of the Freenet Client Protocol 2.0 (FCP 2.0).
It is sent from the Freenet nodeto a client program.

It happens when a client tries to reuse an Identifier. Identifiers are unique to the specific request. They can be reused after that request has completed and removed from the queue.
