This is a message of the Freenet Client Protocol 2.0 (FCP 2.0).
It is sent from a client program to the Freenet node.

It makes the global queue of inserts and retrievals visible or invisible to the client. See the section on persistence on the Freenet Client Protocol page.

The VerbosityMask field is a bitmask to specify the level of messages. A value of 1 will only let through the basic completion and SimpleProgress messages.
