Published darknet topology

It may be useful to publish the topology of the DarkNet, for a few hops, or within a cell.

This will allow us to do premix routing reasonably safely, and also it will allow us to enforce location swaps.

Of course we will have to find some way to only allow nodes which we strongly believe to exist into the published topology, otherwise nodes can pretend to be many, and exploit this. There are various ways to estimate node credibility.

Other possibilities have been discussed on the list from time to time.
