Routing capacity bias

This is the idea that nodes with little capacity should be given a proportionately smaller portion of the keyspace. It is a consequence of load management really: either they can be backed off all the time, or we can only select enough requests for the node to handle; and if we're selecting them, by closeness to their location is the obvious thing. Hence most token passing schemes have a routing capacity bias.
